Windows: Changing the shell setting breaks some things

Summary <!-- Please insert a one-line summary of the issue below --> Changing the shell appears to still try to invoke using flags for power shell. Description <!-- Describe with sufficient detail to reproduce from a clean Zed install. --> Steps to trigger the problem: 1. Want to use fish on Ubuntu via WSL 2. I changed my settings like this: 3. This immediately causes error the Failed to load environment variables error when saved because it seems to be trying to run ubuntu.exe with power shell flags for some reason. 4. When I open the terminal, it does seem to work, although it is not in the project dir. 5. Trying to have the ai agent run commands shows that it is still using power shell. Expected Behavior: I should be able to change to which ever shell I want for the terminal. Actual Behavior: Issues with properly loading env vars and agent does not use the specified shell.
