Webhooks

Hey,
I want to able to receive notifications in my Discord server whenever my secrets are updated (automatically via rotation, or manually).
This can of course be done with an "official Discord integration" in VaultWarden, but it might be even easier to just create a webhooks feature and let devs build whatever pipelines they want.
Other users who seem to need a similar feature:

I know there's going to be resistance to this as it's not in the official Bitwarden spec, but I don't really think this adds extra complexity, as it can just piggy-back off of the existing push notification system. (
Just being notified is fine (i.e. this secretId was modified/deleted at this time, by this actor. Here's the link) - it doesn't have to necessarily share the credentials or logs as well.
