Add a enviroment variable to disable double confirmation of organisation users

For similar reasons like here: [#2094]( I would like to see a enviroment variable to disable the double confirmation of invited organisation users.

At the moment when an organisation admin invites a user to the organisation, the user has to confirm this via e-mail, has to login, the admin then has to confirm again that this particular user gets access to the organisation.

This is tedious process for a case where the users of the vaultwarden instance are curated allready by other means (Network Access and LDAP)

So an enviroment variable which toggles this behaviour would be great.
