Configurable record side-panel width

Scope & Context Record side-panel width is currently constrained globally. As record Layouts become richer, different objects may require different amounts of horizontal space. For example, a Person record may work well in a narrow panel, while an operational object with custom front components may require a significantly wider panel. This ticket proposes making side-panel width configurable at both workspace and Layout level. Current behavior The record side panel uses application-level width constraints. Users can resize the panel, but workspace admins cannot configure its default, minimum, or maximum width, and individual Layouts cannot override these values. Expected behavior Allow record side-panel width to be configured at two levels: 1.
