Add toggle to select/multi-select field to dis/allow custom value creation

Scope & Context
For any select and multi-select field that are added to custom or standard objects.
Current behavior
When you add a select or multi select field and allow the role to edit the field, anyone with this role can also add custom options.
e.g. standard role is allowed to edit multi-select "tags" but only admins can edit fields definitions. admin defined "tags" to have "green", "blue", "red". standard role user can add "black" today.

Expected behavior
There is a toggle in admin > object > field > multi-select/select > "user can add custom option".
If untoggled, only options that admins/user with role that allows object changes set.
