Updating postgres to version 16/17 from 15

As Postgres has updated to v17, there are some performance improvements, and new features were added. It'd be better if supabase updated it's fork of postgres to v16 or v17 as well, would also like to hear about the insights if it's not suitable to move to v16 from v15
