Team scoped access tokens for automation (eg: Terraform, GHA)

There seems to have been a prior request at #18584, however the use case there seems to not consider infrastructure automation use cases or pipeline cases.

In our case, we use terraform to provision and manage infrastructure and would like to do the same for Supabase projects via the [Terraform Provider](

Unfortunately, it would seem today we require the use of PATs to enable this. Would be great if we can have org/team scoped access tokens.

If there are alternative strategies one could use to achieve the same, would appreciate the pointers.
