Change plan programmatically

I'd like to be able to upgrade / downgrade the project compute size from the management API.

This way, before starting some marketing campaign where I know accesses are gonna spike, we can have the system automatically adjust to a much larger plan for a few hours or days, and resize it back later.

Doing this manually may create scenarios where the plan was upsized or downsized for longer than needed, since we could not automate it from API calls.
