Add proper error handling for paused projects

I'm working on a contract and just spent 3 hours trying to figure out why whatwg-fetch and my react native polyfill randomly stopped working. Unfortunately, I just updated my OS so I figured something was wrong with that.
I propose a simple error message when a valid Supabase project is reached but is paused. Something like "This project is currently paused" would be very nice. I don't see any real security vulnerabilities in this but I do foresee less headaches and "dubious bugs".
