Add Phone.Email as a Free SMS Provider for Phone/OTP Authentication

Consider integrating Phone.Email ( as an additional, free option for SMS-based authentication. It appears to have a robust API that could offer a cost-effective alternative to current providers.
Reasons:
• Potential cost savings for developers using Supabase (pretty significant free tier relatively speaking)
• Expands the choice of SMS providers available within Supabase.
