Add a workflow that only checks if the docs are valid (for embeddings_generator)

Super thankful this exists:

Using in my workflow. I have a lot of contributors adding docs, though, and could use a workflow just to check the current docs build to trigger on pull requests.

It's not readily apparent to me how to draft the script to only check for valid documentation, without building/pushing any embeddings.

Any guidance or thoughts on this welcome.
