[User Story] User Notification settings for Bug Reports

Problem

I can't turn off email notifications for bug report alerts that my team owns

Acceptance Criteria

• A way to "fine tune" report alert and workflow notifications
- A way to simply turn on/off notifications
- A way to specific which delivery methods I want to use for notifications (Email and or Slack)
- Which projects (Across multiple organizations) I specifically want to be notified about
