Telemetry Caps on a per-project basis

Problem Statement
We would like to request the ability to set telemetry caps based on a given project. Today, if we want to limit telemetry from within Sentry, we have to do it on a per-organization basis, this is annoying as it necessitates creating separate orgs.

Add the ability to cap telemetry for a given project in the settings.
