[feature]: Option to always show the full work item description (no "Show all" collapse)

Is there an existing issue for this? • I have searched the existing issues Summary When opening a work item, longer descriptions are collapsed and I have to click "Show all" to read the full description. This happens in both the peek overview and the full detail view, every time a work item is opened. I'd like one of the following: 1. A user preference such as *"Always expand work item descriptions"*, or 2. Remember the expanded state per user: once I've clicked "Show all", keep descriptions expanded for subsequent work items (e.g. persisted in local storage or user preferences). Related • #9046 asks for broader issue-detail layout customization. This request is a much narrower subset: just letting the description stay expanded.
