[feature]: Increase text field input debounce time for mobile devices

Summary
Not much of a feature, rather an edit request.
Why should this be worked on?
Typing on mobile takes more time than on desktop. I often notice while I'm modifying an existing issue's title or description on phone, the update is sent to the API while I'm still editing it, which results in, what I would call, activity spam.
Multiple possible solutions
• Increase debounce for mobile devices (mayhaps increase for desktop while we're at it)
• Don't send update until input focus is lost
