[feature]: Create a dashboard on all existing and future projects

Summary

Currently it is not possible to create a dashboard across "all projects". one has to select each project on its own. Future projects are not included automatically. This is not very convenient.

Why should this be worked on?

dashboards are not showing all the data if one forgets to add each new project manually to the dashboard. If there are many dashboards that depend on the data "across all projects", there is a lot of repetitive work to add each new project to all dashboards manually every time a new project is created.
