[feature]: Constrained member picker custom work item property

Is there an existing issue for this? • I have searched the existing issues Summary We have some custom work item properties that use the "Member picker" to select a user in the project. However, we'd like the ability for a specific property to instead show a _subset_ of the project members. So as an example, I have custom work item property "Author" that has all the members in my project "Annie", "Cathy", and "Tom". However, I have a "Reviewer" work item property I'd like to assign to only a custom subset of users "Cathy" and "Tom". In a perfect world this could be linked to a google workspace active directory group or the like, but at a minimum we would have the ability to create a custom list in plane of specific users and give it a tag that I can attach to a custom property.
