[feature]: Auto-apply template for specific work items

Summary

I want to apply a work item template by default when a users selects a specific work item.

E.g. User selects the work item type "Issue", this should automatically select a certain work item type which is defined in the workspace/project settings.

In the enterprise grid subscription, this should be possible on workspace level too.

Why should this be worked on?

It often happens that we create a custom work item and then realize that we are missing all the substeps. This will prevent this error.
