[feature]: Allow file upload on issue creation

Is there an existing issue for this?

Summary

A project manager at my company mentioned that it'd be nice to be able to upload a file when creating an issue on this form.

They create a lot of issues and it'd be nice to just be able to add the file here instead of after the ticket was created.

Why should this be worked on?

This may save time for users that are in charge of creating issues for their team/company
