[Feature Request] Set "default permissions for object creation" for new users

Description We run paperless for tracking and storing bills for a small student association. Thus, we have many users that change often. We use OIDC to map all users to groups, and use groups for permissions, which handles this case nicely. #4233 added support for default permissions for object (tags, document types, etc) creation, which is really neat. But: this is a per-user setting, and any user that is newly created via OIDC does not have it configured to correctly assign all new objects to the groups that should have access (which are all our groups, as we view this kind of information as public; Only documents should be restricted, which we do). I'd like an option to provide a default value for "default permissions for object creation" for users created via OIDC (or new users in general). Since I can block users from editing this option, this makes it an effective hard-coded default. Ideally, I would block users from specifying any change from the default…
