[Feature Request] Please notify me if there are no notifications

Description

On every login, there is at least one notification ... about having successfully logged in:

This can't be disabled:

However, this is sadly not consistent. I might return to Paperless-NGX while still logged in, and then there would be no notification.

For consistency, so that there is always an unnecessary notification, please also notify me about a lack of notifications.
