[Feature Request] Option to trigger AI manually without disabling automatic ML standard suggestions

Description Is your feature request related to a problem? Please describe. Currently, suggestion settings treat classic local Machine Learning (ML) suggestions and LLM/AI suggestions as a single package. When auto-suggestions are disabled to protect privacy or reduce AI token/GPU usage, classic local ML suggestions are disabled as well. Classic ML suggestions are fast, local, and low-cost, so many users still want them automatically triggered on document open, while keeping heavy or cloud-based AI suggestions strictly manual. Describe the solution you'd like Ideally, we could retain the familiar "pre-AI" behavior: classic local ML suggestions are generated automatically when opening an Inbox document, while the new AI capabilities act as an optional, on-demand addition.
