[Feature Request] Move failed consumed documents to a directory instead of deleting them

Description
When consumption fails, the original file is permanently deleted with no way to recover or retry it.
Request: Add a PAPERLESS_CONSUMER_FAILED_DIR setting — when configured, failed documents are moved there instead of deleted, similar to how PAPERLESS_TRASH_DIR works.
