[Feature Request] [GoBD] Optionally disable PDF editor (to protect original document)

Description To quote @eikowagenknecht from the [GoBD discussion]( > Even with restricted rights, normal users can still rotate documents and delete pages inside documents. These edits are applied to the ORIGINAL FILE, which makes them very problematic. I think they would need to be disabled somehow or only apply to a copy of the file for GoBD compliance. He is absolutely correct regarding GoBD compliance requirements. Ideally, I would completely disable editing of documents. However, if I do that, users can no longer change metadata such as the category or the title. Therefore, I currently have to allow users to edit documents. The problem is that this also enables access to the PDF editor, which allows modifications to the ORIGINAL document file. For GoBD compliance, the original document must be protected without exception. A straightforward solution could be to separate the PDF editor into its own permission.
