[Feature Request] Extend tag name unique constraint to owner, name and parent tag

Hello,

I'm using tags like bookshelfs, files and sections. For example:
• Real Estate / <Address> / Financing
• Vehicles / <Vehicle> / Maintenance

Unfortunately, the unique constrained for tag names is based on the owner and the name itself, so this is not possible:
• Real Estate / <Address 1> / Financing
• Real Estate / <Address 2> / Financing
because "Financing" can't exist two times with the same owner. In this case, they're subtags of different parent tags. Therefore I'd like to suggest to extend the unique constraint to also include the parent tag ID.

As long as we do not have a real Cabinet / File hierachy (#5253), tags are the closest thing to it (and it works well, imho).
