[Feature Request] "CAdES enveloped"/CAdES-BES signed PDF file support

Description
TLDR: all thats needed is to accept/detect application/octet-stream files that CONTAIN a PDF header as valid PDF files.
its a structure where its basically stored as:
This is the main format of PDF signing used by Ukrainian and Polish governments and all browsers and PDF readers support it due to PDF still being accessible if you ignore the extra signature header.
uploading such file in Paperless-ngx results in this error though:
I havent found a way to upload it without re-saving it in Okular which completely breaks the signature
