[Feature Request] Automatically suggest non-LLM suggestions when editing documents, like in versions before 3.0.0

Starting with Paperless 3.0.0 I need to manually click on the "✨ Suggest" button, so I can see the non-LLM suggestions like values for the Created at, Correspondent, and Document type fields.

In previous versions, these suggestions were automatically displayed, instead of requiring an extra manual button click.

I think it would be better if these suggestions were still displayed automatically, then the "✨ Suggest" button could also be hidden, unless the AI is manually enabled with PAPERLESS_AI_ENABLED=true.

Edit: The non-LLM suggestions are still automatically displayed if the document has an Inbox-Tag applied.

Maybe this could be controlled via a config variable, that displays the suggestions on edit even if no Inbox-Tag is applied. This config variable could also hide the "✨ Suggest" button, if no AI is configured.
