[Feature Request] Approval Workflow

Description
it seems this has been requested before in #1600 and #3625. I'm bringing it back up.
As we all know garbage in garbage out. The way the paperless-ngx admin want sto to tag documents may not click for users of the same instanceright away.
I can imagine at least 3 use cases of wanting an approval process.
1.) Family members, esp as they learn the process 2
2.) for small businesses who have administrative staff
3.) possibly for AI agents as we try to leverage them to classify documents.
