[Feature Request] Admin-only and/or superuser-only visibilty checkbox on technical elements

Description Having a permissions system is good to hide one thing or the other. If you take a look at larger environments having less technical users, they might be confused by seeing too much information: A tag without the user's / group's permission turns to private which already is great. However, a user still has the possibility to change things within a document that he/she is allowed to see and edit. Instead, it would be nice that you switch "technical" tags from being visibile to hidden so that the user cannot remove certain tags or custom fields. This becomes handy as soon as you implement multiple workflows that are based on "technical" tags.
