[Feature Request] Add Option for Read-Only Consume Folder

Description
Currently, Paperless-NGX uses the consume folder in read/write mode and deletes files after importing them. This behavior makes it difficult to maintain an existing, structured file archive. I would like to request a new feature that allows the consume folder to operate in read-only mode, so files can be imported without being modified or removed.
We already have organized document archives and rely on external processes that manage file structures. When Paperless-NGX deletes consumed files, it disrupts those workflows.
A read-only consume mode would allow Paperless-NGX to integrate seamlessly with our existing setups, scanning files for import while leaving the original directory intact.
