Turn off insights globally

For privacy reasons, we want to hide the insights panel to third-party users. Everyone outside of our organization might read the documents, but should not be able to see who is reading them.

At the moment, the insights panel can be turned off per page, which is cumbersome. Better have a global setting or permission setting attached to user groups (internal users could read the insights panel).
