Toggle should activate when any of its title is clicked

With the new Toggles feature, users are not understanding that they need to click the little arrow on the left to toggle between states. Users are attempting to click or tap the title, which results in no action.

Example: users should be able to click/tap "_Is this included..._" instead of only the left arrow.
