Public access to document revisions

After factoring of #3575, this idea came to mind:

If the public link to a document could be replaced or amended with a content hash or version, we'd be able to link to different versions of a document, which is good for long-term archival and annotation. Similarily, e.g. in GitHub/-Lab you can only comment on lines of files in a certain commit diff, to an individual commit, but not directly to the changing HEAD of a trunk.

This would ease annotation with external tools like Hypothesis (ref. who rely on stable identifiers for documents, in so their anchoring of annotations works as expected.
