New role: Manager

I'd like to request a new user role: Manager.

This is largely the same as the default user role, but I would also like them to be able to add / invite new members and also manage groups.

This will allow us to assign department heads as managers and allow them to manage their own team and people.
The only way to do this currently is to make them admins, but that is too much access.
