Make PDFs searcheable within Outline

Thank you for #10198 ! A further requirement for PDFs for our team is that they be searchable from the home page.
One way we've been achieving that right now is by uploading the PDF text as Latex comments, and then uploading the PDF using the API, but the current lack of embeds via API prevents us from using the new PDF embeds easily. If PDFs were searchable natively, this would remove the necessity for this tool.
