Feature Request: Set timezone in account preferences and have a time zone aware date/datetime object.

Not sure if anyone else has come across a need for this yet, but as someone who works on a team with multiple people in different time zones, we like to have our general availability in a page on our outline instance. I was thinking it would be useful to allow users to set their timezones in their profile, and have some sort of time/datetime object that can be placed into pages and would automatically display the time/datetime in the users configured timezone.

I did see this PR that seems to add timezones to the user model, but I am unsure if anything like this has been done with that as I don't even see a timezone dropdown for my profile or anything.
