Feature request: Set default locale within cloud-hosted workspace

1. Desired feature: Admins can set a default locale for new users that sign up for the workspace. 2. Nice-to-have: Admins can change the locale of all existing users of a workspace to rectify it for the users who had signed up before the default locale was set. ------------------------- If I understand correctly, this can be set on self-hosted workspaces via the [server configuration]( setting DEFAULT_LOCALE or SYSTEM_CONFIGURATION_DEFAULT_LANGUAGE. (I'm not sure if any of those actually have an effect on the UI locale for new users.) However, there seems to be no option to configure this for cloud-hosted workspaces. I'm not sure how self-hosting multiple workspaces works, but if they use the same server configuration, this would also be useful for self-hosted.
