Feature Request | Header numbering - Choose starting number

Request Follow-up to #12800 / #13522, now that heading numbering has shipped. Be able to choose the starting number in for your "Heading numbering" preferably linking the numbering to another document. Use case We have a Staff Handbook that we split into nested documents (Staff Handbook is the top level and then the sub sections are their own nested document). The nested documents are *technically* related to the parent document and as such should continue their numbering from the previous document. As an example the top level document is the preamble and starts from 1 and ends on 3. The next nested document should therefore start from 4, and so forth.
