Feature Request: API Key creation permissions management

Hello Outline Maintainers,

Thank you for your great work and for providing such an excellent wiki tool!

We recently encountered a data safety scenario and would like to raise a feature request. For data protection and compliance purposes, could you consider adding a feature that allows Admins to manage API Key creation permissions?

Here’s a sample use case:

To reduce the risk of data leakage, an Admin could disable API Key creation across the entire workspace. This would prevent members from creating API Keys under their own accounts. If a member needs to use an API Key, they would be required to request approval from the Admin. Upon approval, the Admin could then enable API Key creation for that specific user.

We believe this feature would greatly enhance control and security for organizations using Outline.
