Expand Image Float Clearing to Lists

This expands on header and dividers clearing image floats
I would argue this should be expanded to lists so you have more control where the image sits for each point. This would allow someone to do a numerical step list and properly align the step image with each point.

This maintains where the writer would expect the image and if there need to be a float they can still do it outside the list and move it up or down.
