Enable "Duplicate" on read-only collections

Currently, if a user has read-only permission on a given collection, he cannot duplicate entries from this collection, even if he has editor permissions on other collections. As the duplicate feature explicitly asks where to put the duplicate (even in other collections), this seems an unnecessary limitation.
We have a collection with instructions, that only business owners can change. All other employees have read-only permission. However, if someone wants to propose a change, it would be great to duplicate the existing entry to another collection and start editing. This way included images stay intact and we can use the versioning view to quickly assess changes.
So I propose as long as the user has a single collection where he can write to, he should be able to duplicate entries. The popup should only show valid targets in this case.
