Doc anchor link: Use referenced header label instead of doc title

Being able to use anchor links to link to specific headers in a doc is great - and the styling works well for readability and knowing what you're clicking! The label of the in-line anchor link is even dynamic so it updates with the content it references.
However: the anchor link label references the doc title instead of the header label that it points to. I consider this a bug but was unsure if it's by design.
See example screenshot below, picturing my usual scenario where I want the user to know where they'll be led with the anchor link. The doc title as label makes it seem like they'lll just go to the top of the page:
