Copy button on hover in code blocks

Currently to copy a code block, a user (viewer or editor) has to click on the block for the copy icon to pop up.

if possible, can we have the copy button visible in the frame at all times or on hover on the code block? similar to here

also viewers on a publicly shared doc cant copy the code blocks at all (do not get the copy button).
