Consistent heading levels

Right now, the page title is not a h1, it's just a span.
Instead, the page itself may contain multiple h1 elements that are smaller than the page title.
This seems strange, and might even confuse some search engines or screen readers.
I suggest that:
1. The page title is made into a h1.
2. All headings in the document contents start at h2.
