Collapsible notices

I like using the notices (info, success, warning, tip) to draw attention. But sometimes I would like the notice to only show a title, and the user needs to interact (click) on the title to expand the notice. The default state should be configurable so the editor can decide if the notice should be expanded or collapsed.
