Allow comment authors to resolve their own threads without document edit permission

Is your feature request related to a problem? We use Outline comments as review feedback on design documents: reviewers (who intentionally have read-only access to the document) leave comments, the document author responds, and the reviewer decides whether the explanation is acceptable. Viewers can already leave comments — the comment mark is applied server-side via the anchoring mechanism (anchorText / anchorNodeId), so no document edit permission is needed to create a comment. However, comments.resolve / comments.unresolve additionally require update permission on the document. As a result the person who started a thread can never close it — only document editors can. In a review workflow this is backwards: the person who raised the concern is exactly the one who should mark it addressed, and it also means the document author can unilaterally resolve a reviewer's thread without their agreement.
