Adding UI-Hints on new Blocks

When adding a new Block into a page, I saw multiple people not realize, that they could scroll down and find more UI-Blocks (e.G. the Info Bar). Since they never realize that they are missing something, they never start looking.

My idea would be a small visual hint, maybe an arrow, maybe a slight scroll bar or something complelty different, so the user is nudged to scroll further down to explore the other blocks.
