Add Tabbed application mode form the Outline PWA

Hi everyone,
I mostly use the Outline PWA and it has been great so far! One feature I would love is having multiple pages open in the App at the same time. Luckily there is (experimental) browser support for this already built into some browsers.

The only issue I see is that the feature currently requires the user to activate some experimental Chrome feature flags.
On the Outline side, the only thing that would have to change slightly is the /static/manifest.webmanifest. If you would consider merging this feature, I could try and start a pull request for the manifest changes.
