Files: add a visible “Reload content” button to the file list toolbar

The existing “Reload content” action in the Files app is currently located inside the pull-down / overflow menu. This makes the action less visible and requires an extra step whenever a user wants to reload the contents of the current directory. For example, when files have been added or changed externally, or when the displayed folder contents appear to be out of date, it is useful to be able to quickly reload the current directory. At the moment, the user first has to open the menu and then select “Reload content”. --- Describe the solution you'd like I would like to suggest adding a small, permanently visible reload / refresh button to the Files toolbar. For example, it could be placed next to the “+ New” button in the header of the current file view, near “All files”.
