Check for new version immediately after installation and/or permit on-demand checking for a new version

See [Maintenance and Release Schedule]( for supported versions. • I agree to follow Nextcloud's [Code of Conduct]( Bug description I installed Nextcloud 27.0.0 using sqlite (old version on purpose). Then I went to the /settings/admin/overview page and expected it to list me the update to 27.1.2.
